As the name suggests, the medal's colour was chosen to signify the high degree of personal sacrifice involved in serving in the armed forces. The medal is awarded on an 'exceptional merit' basis to non-British citizens who have served in the British Armed Forces for a period of at least thirty-six months. The medal is awarded directly by the secretary of the Foreign and Commonwealth Office (FCO), in the name of the Queen. It is worn on the same basis as the more prestigious British Empire Medal (BEM), and the medal may be worn in lieu of the BEM. The following are the recipients of the medal, in order of posthumous date of death. The date for which each recipient was awarded the medal was supplied by the FCO. History The medal was instituted in 1939 and two years later it was awarded to the first recipients. The medals were made by die-stamping brass from electroplated sheet bars and plating the recipients' name in raised type on the medal's case. The name and details of the award were inscribed on the flat bottom of the medal. The medal was worn on a ribbon on the left chest. A gold bar was added in 1952 for posthumous awards. This bar had the recipient's name on both sides and was suspended by a gilt wire and attached to the rim of the medal by two loops of the same material.
